  The Port of Busan [DEFINITION OF VTS]

 ■ DEFINITION OF VTS
The vts is a service implemented by competent authority, designed to observe the navigation or movement of vessels in traffic lane or port and to provide any essential informations for the safety of vessel traffics. The service should have the capability to interact with the traffic and respond to traffic situations occurring in the VTS areas.

 ■ VTS AREA
The VTS area under the control on VTS system is the sea surface joining the harbour limit including N-5 anchorage and the area linking the following positions 35-04-01 N, 129-06-59 E, 35-02-42 N, 129-07-45 E, 35-04-14 N, 129-09-11 E and 35-04-31 N, 129-07-18 E.

 ■ ASSIGNMENT OF FREQUENCY
    VHF CH16 (156.80MHz) : the use only for distress, emergency, safety communications and calling, answering
    VHF CH12 (156.60MHz) : the use for vessel traffic service
    VHF CH14 (156.30MHz) : the use for extra-vessel traffic service (in case of congestion on VHF CH12)
    VHF CH13 (156.30MHz) : the use for pilotage's service

 ■ VESSEL PARTICIPANT
    Vessel under foreign flags
    Vessel under ownship of the republic of korea as follow
     1. vessels more than G/T 300
     2. Vessels carring dangerous cargoes
     3. Towing vessel over 200m towing length
     *** Vessels excluding any of the above vessels must open their radio equipment and
      keep listening on VHF CH12 at all timers.

 Master should report the following items in Busan port
 Item 1 : Estimate-arrival report(2 hours prior to entering VTS area)
  1. Ship's name and call sign
2. ETA and place of arrival
3. Present position, speed and last port of call
4. Cargo name and quantity (dangerous cargo carrier only)
5. Length of towing vessel combined with barge
6. Other essential informations for the safety of vessel traffic
 Item 2 : Initial report (when passing reporting line)
  1. Ship's name and call sign
2. Present position, speed and course
3. Berth/Anchorage name
4. Other essential informations for the safety of vessel fraffic
 Item 3 : Arrival report (when berthing within harbour limit)
  1. Ship's name and call sign
2. Berth number and first line time to pier (Anchoring name and anchoring time)
 Item 4 : Shifting report(when shifting within harbour limit)
  1. Ship's name and call sign
2. Shifting place (Form where to where)
3. Starting and finishing time of shifting
 Item 5 : Departure report(when departing Busan port)
  1. Ship's name and call sign
2. Berth/Anchorage name
3. Departure time
4. Next port of call

    Duty of VHF listening and navigational warning
     Busan VTS center provides the navigational warning and information on VHF Ch12.
     All vessels in VTS area must listen to this channel at all times.
    Restriction of departure and entry
     Busan VTS center may restrict the navigation of vessels in VTS area for their safety
     considering the weather conditions.
    VTS regulations
     Busan VTS center provides the traffic information for navigation in Busan VTS area.
     Clearances will be approved or refused at the base of the information given by ships.
     VTS operations, regulations, advices and clearances do not relieve master's responsibility
     for the safe navigation of own ship
